Michael Lambert is an Emergency Preparedness/Homeland Security Planner for the Houston-Galveston Area Council of Governments. Michael is an experienced emergency manager with nearly two decades working on issues related to the electric grid.
Michael has been a frequent panellist and speaker on the emergency management perspective of electric grid fragility, threats and resilience.
Among the organizations of which Michael is a member are the Secure the Grid Coalition, the Electric Infrastructure Security Council and the Texas Energy Working Group. He serves on the Texas Critical Infrastructure Protection Task Force and is an Infrastructure Liaison Officer with the State of Texas.

    Comprehensive efforts need to be undertaken by governmental bodies, operators, private sector entities, and other stakeholders, at both national and regional levels to anticipate, prevent, prepare for, respond to, and recover from incidents that could disrupt the functioning of critical infrastructure systems. From risk assessment and identification of potential threats and hazards, to understanding the vulnerabilities of these systems, and the complex interdependencies and cascading failures among different critical infrastructure sectors, developing comprehensive emergency strategies to mitigate them is key to successful resilience.
