A cybersecurity professional with more than 25 years of experience, Francisco Luis de Andrés Pérez holds a degree in Computer Engineering, an MBA, and is currently pursuing a PhD in Geopolitics and Conflict Globalization at the University of Salamanca, Spain.
He serves as CEO of CISO Smart Solutions and advises technology companies and public sector organizations on cybersecurity strategy, critical infrastructure protection, resilience, risk management, and emerging security challenges.
Since 2014, he has worked as an Independent Expert for the European Commission and ENISA, contributing to the evaluation and supervision of cybersecurity and critical infrastructure security initiatives across sectors including transportation, energy, finance, water, and public administration.
Francisco is also a part-time lecturer in the master’s degree in Cybersecurity and Artificial Intelligence at the University of Salamanca and a researcher at the International University of La Rioja (UNIR).
His current work focuses on the design and development of strategic cybersecurity projects supporting the protection of critical infrastructures, maritime environments, and law enforcement capabilities. He has contributed to international cybersecurity standards through organizations such as OASIS Open and is a frequent speaker at international conferences on cyber resilience, critical infrastructure protection, and emerging technologies.
