José L. Diego is an expert-evaluator for the European Commission. He began his career as a consultant at Deloitte, and nowadays is a Police Inspector in the Valencia Local Police, with experience managing +30 projects in areas such as cybercrime, domestic violence, hate crime, honour crime, police mediation and training, community policing, forensics, youth offending, preventing and fighting crime, road traffic, emergencies management, social media and public safety, environmental police, Police ICTs, AI, AR, smart cities and hybrid threats.

Furthermore, he has also been a lecturer in multiple international events, OSCE Hate crimes trainer and Liaison Officer for the Valencia City Council, Professor for the Police Academy of Valencia, and Professor for two Master’s in Criminology and for a Master on Human Resources.
He holds Degrees in Law and Criminology and a Master’s in Human Resources Management.

Inspector José Diego serves as Chief of Staff, reporting directly to the Chief Commissioner. In his current role, he oversees the following departments of Valencia Local Police: Strategy, Analysis and Foresight; European Projects; R&D+i (Research, Development and Innovation); Secretariat of the Chief’s Office; Communication Department; and Institutional Relations and Protocol.

    Maintaining situational awareness is critical to anticipating threats, making informed decisions and coordinating an effective emergency response when critical infrastructure is disrupted. This session will consider how to prepare organisations to develop effective intelligence gathering, information sharing, monitoring, incident preparedness and crisis coordination across complex and interconnected environments. How can operational response frameworks, exercises, communications, mutual aid and business continuity planning reduce disruption, accelerate recovery and maintain essential services.
