Lester Millet III has held the positions of Policy & Planning Director and Safety Risk Agency Manager for the Port of South Louisiana for the past Seventeen years, serving as a public / private stakeholder liaison on issues pertaining to Port Security and Emergency Preparedness, along with his policy & grant writing subject matter expertise.
Lester is currently the Executive Director of InfraGard Louisiana, recognized nationally among 77 Chapters as being one of the top Infragard Chapters in the country. As a member of InfraGard, Lester was the Lead Architect in developing the Louisiana Statewide Credentialing Program Next Generation JSOP & the InfraGard Louisiana School Safety Multi-Hazard Toolkit, both nationally recognized. Lester also serves as the InfraGard Sector Chief for LOMSEC.
Lester has served as the Chairman of the Port of South Louisiana’s Facility Security Officers Workgroup (LOMSEC) for the past twelve years. With over a thousand members, this FSO Workgroup is one of the largest and best organized workgroups in the country, and his work serves as a national model for the USCG. Lester also chairs the Domain Awareness Subcommittee for the USCG District 8 Gulf of Mexico (GOM) AMSC.
Lester also serves on numerous local, state, and federal committees, and is assigned to the FBI New Orleans Cyber Taskforce through a special mutual aid agreement with the Port of South Louisiana, and is a LA-SAFE Fusion Liaison Officer.

Lester graduated from Southeastern Louisiana University in 1985 with a BA degree in Management, and has taken hundreds of hours of training in Homeland Security & Safety courses. Most notably, Lester is a certified LEPA (Louisiana Emergency Planning Association) Louisiana Emergency Manager and a certified FSO.
Notable: In 2014, Lester was the recipient of both, the Louisiana Technology Council Governor’s Award for “Growth Organization” of the Year, and the CAMO (Coastal & Marine Operators) Visionary Award. In 2016, Lester received the Louisiana Emergency Preparedness Association’s (LEPA) Dedication Award, and the USCG’s Meritorious Public Service Award. In 2017 Lester received the FBI Gulf Coast INLETS Award, and in 2019 Lester received the FBI N.O. / InfraGard Service Award. Finally, in 2020, Lester was the recipient of the prestigious GTSC HS Today Citizen of Mission Award.
Lester is a native of Louisiana and resides in LaPlace, Louisiana. He and his wife Vicki have two sons, Lester IV (35) and Christopher (28).
