Ollie Gagnon synchronizes INL’s support to the Department of Homeland Security (DHS), and other federal agencies by providing unique capabilities to address complex critical infrastructure challenges. He previously served as DHS’ first Protective Security Advisor, West Florida District where he supported the development of the national risk picture by identifying, assessing, monitoring, and minimizing the risk to critical infrastructure. Ollie also travelled worldwide on behalf of the Department of Defense conducting comprehensive assessments of critical infrastructure complexes, facilities, and systems. He also served in the United States Air Force for over 22 years in the various physical security, law enforcement and professional military education positions. In his final military assignment, Ollie exercised security decision-making authority affecting the protection of the President of the United States as the Chief, Presidential Aircraft Security. He personally directed security aboard Air Force One during 200 trips in support of President William J. Clinton and President George W. Bush. Ollie holds a Master of Arts Degree in Human Resources Development from Webster University and a Certificate of Advanced Graduate Studies in Homeland Security Leadership & Policy from Northcentral University. He is nationally board certified as a Certified Information Systems Security Professional (CISSP), Certified Protection Professional (CPP) and Physical Security Professional (PSP). Ollie is a member of International Editorial Board, Journal of Critical Infrastructure Policy, and serves as a Senior Fellow at Cyber Florida at the University of South Florida.

National & Regional Emergency Management Preparedness
Comprehensive efforts need to be undertaken by governmental bodies, operators, private sector entities, and other stakeholders, at both national and regional levels to anticipate, prevent, prepare for, respond to, and recover from incidents that could disrupt the functioning of critical infrastructure systems. From risk assessment and identification of potential threats and hazards, to understanding the vulnerabilities of these systems, and the complex interdependencies and cascading failures among different critical infrastructure sectors, developing comprehensive emergency strategies to mitigate them is key to successful resilience.
