Dr Ryan Donaghy

Dr. Ryan Donaghy is the Associate Director for Planning and Innovation at the Cybersecurity and Infrastructure Security Agency (CISA). As Associate Director, she leads CISA’s efforts to advance infrastructure security and resilience by building innovation networks that generate policy and technology solutions to our nation’s most pressing critical infrastructure challenges.
Dr. Donaghy has extensive experience in research and development, decision science, risk management, and cyber and physical security policy. Dr. Donaghy joined CISA in 2016 and has served in multiple leadership roles. Prior to joining CISA, Dr. Donaghy worked as a college professor for more than 10 years teaching courses on research design and data analysis, public policy, and conflict and negotiation.
Dr. Donaghy is a two-time Fulbright Scholar, holds master’s degrees from Arizona State University and Harvard University and received her doctorate from the University of California, Los Angeles.

As more infrastructure becomes increasingly interdependent, how do we identify the weaknesses to enhance resilience across industries to prevent and/or mitigate the effects of a natural disaster or man-made attack? How should the CI community build situational awareness to mitigate the cascading effect across infrastructures.
